If a metal wire has its length doubled and its diameter tripled, by what factor does its Young ‘modulus change?

The Young Modulus is most of the time a constant for a particular material. If you are using the same material, no matter the conditions of force, area, length of wire/bar/etc or extension, the Young Modulus is the same.

It is only in materials such as rubber that the Young Moduls varies a little.
