So how did you like my answer to your previous question?

As for this one,
The battery symbol is positive at the longer line.
So connecting S to a connects to the positive terminal of the battery and charges up the upper plate of C through the resistor.
The question says 'after a long time' so C will be at the positive voltage of the battery.
So switching S to b connects the now positive upper plate to the negative terminal of the battery so it begins to discharge through R.
You got Q1 right so I though you knew this.
The switch is shown as a 'centre zero two way switch'
