Simple Question - Preloading of a Cantilever Beam

Hello, everyone.

I have been trying to understand the meaning of the question from the posted image.

I think that preloading has to do with adding bolts to the cantilever beam such that it can withstand the force from above, but I am not sure how exactly these bolts should be implemented.

I would also like to generate a meaningful equation based on the information provided.

This is a practical engineering issue.
The precise purpose of a pre-loading may depend on the particular practical exercise.
However I think you may be misinterpreting "pre-loading"

My understanding of this term would be to proceed through (at least part of) the loading sequence that I am intending for the main experiment (and then removing the load) before performing the main loading properly.

A pre-loading sequence can help to ensure that all bolts, joints, touching surfaces, etc... are "bedded in" such that any movement measured during the loading "proper" is due to the beam bending, not due to a bit of grit being squashed between two surfaces, or a bolt shifting slightly, or...

It can also help with hysteresis issues.
