why the author gave that the complete turbulenece is indpendent on the Reynold number ?

For the turbulence to occur , the Reynold number must be higher than certain value , am i right . So , IMO , turbulenet is dependent on the Reynold number

The Reynolds number is a measure of the tendency of the flow to turn from laminar to turbulent.
It indicates how much disturbance a laminar flow will take before it turns turbulent.
The Reynolds number is particularly related to this transition region between laminar and turbulent flow,
it has little or no bearing on a completely laminar flow that remains completely laminar
or on a fully turbulent turbulent flow (that remains fully turbulent).
