In theory, for a ball just touches a vertical wall, should there be an action and reaction force between ball and wall?

If it doesn't exist, to what extent a touch would cause a force?

When we say an object "just touches" we mean there is technically contact between the two bodies, but the normal force between them is 0 N. Of course, there is a gravitational force, possibly a static forces, etc.
