Water Pressure Reducing Valve Characteristics Question

I have a few questions on the workings of water pressure reducing valves - the kind you see in every US households ( where water line enters the house )
1. Will it reduce/change the pressure when the water is not flowing ( all faucets are closed )

2. Will the out put pressure change if the input water pressure changes ?

( I couldnt find any curves describing its behavior although I tried google )
