high point vent

When i am vacuuming out a piece of steel piping containing crude oil. Why must i open an high point vent on that line? If i where not to open a vent with the vacuum truck tyed in ..would any fluid come out?

A small amount of fluid might get sucked out at first, but not much. A vacuum machine works (as its name suggests) by creating a small vacuum that causes the air molecules to move toward the machine, creating a wind that pushes the material toward the machine. In order for the wind to be sustained there must be a source of air at the far end of the line - otherwise there is no source for the wind to be sustained.
