I think you are really asking about a "naked singularity." This is a "black hole" without its event horizon. Supposedly such things have a theoretical existence. I can't say anything for myself except as an opinion since I've never been able to really understand the Kerr metric, the metric induced by a spinning (and possibly electrically charged) black hole.
