Phase Velocity of Matter

If an object is at rest, does it have phase velocity? v_p=E/p comes out to be undefined if p=0 so does a proton, for example, have phase velocity at rest?

Nope. Ironically the reason for this is the Heisenberg Uncertainty Principle. If we have a particle with zero momentum then we have no idea where the particle is. Realistically this means we can't have a zero momentum for any particle, massless or otherwise.
