With regards to 1) I've taken a quick look at your document and it seems like a basic view of existing research into something that's already being investigated (see, for example https://en.wikipedia.org/wiki/Optical_computing). It wouldn't surprise me if there's already a body of literature on optical computing.

I don't have time for a more detailed and critical review unfortunately. Perhaps other forum members can chip in?

To accomplish 2), you should probably find out which institutions have research departments studying this and apply for a research associate position, PhD or masters course. Submitting proposals to research councils will help you get funding, but they are very competitive. Or, you can just wait and see how the existing groups do.

EDIT: A quick internet search shows that there's groups at Harvard, MIT and Vienna University of Technology studying optoelectronics. There's probably more too.
