Our locality is quite sparse, but there are (globular) clusters where several hundreds or thousands of stars are in relatively close proximity.

One could imagine two or more intelligent races developing within such a cluster and being close enough to (at least) recognise each others existence.
Possibly even communicate in a meaningful fashion, but they would still (probably) be too far apart to sensibly travel and meet each other
