interstellar dust

How do scientists distinguish the cmbr from the interstellar dust. As I understand it Sir Arthur Eddington predicted that the interstellar dust surrounding us would emit radiation from being heated by distant stars at 2.8 k. As this is nearly identical to what we perceive as the cmbr how do we tell them apart? Is the dust present in the cobe image at all?

An important question ...many astrophysicists have a big problem with BB , think it never happened, and the background radiation must have another origin ...

The CMR has a particular spectrum:

Interstellar dust has an entirely different spectrum since it absorbs radiation from other source like stars.
