I am puzzled

I've been taught that the speed of light is fixed around 186,272 miles per second. Yet I've recently been seeing from the media that the speed of light can be faster. Can you clear up my confusion?

today the speed of light in a vacuum is 299,792.458 km/s or 186,282.397 mi/s

It is not clear about what medium you are speaking.
May be you mean Cherenkov radiation.

The media I'm referring to are newspapers, magazines and tv stations for example.

Cherenkov radiation is radiation which travels slower in a medium than the electrons in the medium. It is not radiation which travels faster than c (speed of light in a vacuum).
