Post em waves

Though em waves are made up of electric & magnetic fields why aren't they deflected by strong magnetic or electric fields?

em waves are produced by the oscillating electrons and they propagate in the free space without any material medium. Deflection involves mechanical force. Mechanical force is possible in material medium, which is absent in em propagation.
