Question principal powers of a toroidal surface ?

A toroidal surface has a base curve radius of 100mm and a cross curve radius of 66.7mm, thematerial bounded by the surface having a refractive index of 1.5. What are the principal powers of this surface?

I don't understand. What the business is that of refractive index?????
