This image described how we need to account for EM radiation in the description of the motion of an electron. We already do. In Quantum Field Theory there is a technique to include background fields into a calculation. QED would be essentially worthless without the process, but as it happens unless there is something special about the background field to create a resonance very little changes...the background EM field is more or less static over the range of the interaction. This the same reason we can generally ignore the EM background in the Classical description of the motion of the electron...unless there is a measurable variation in the background EM field there is really no overall difference in the motion of the electron. This is in sharp contrast to (especially) the strong nuclear and gravitational forces. (And to a lesser degree the Electro-Weak field.) These fields interact with themselves, something the EM field does not do.
