So this is a punching shear problem.

What are your thoughts so far?

For instance over what area does the shear act?

I find it difficult to understand the question.
Without detail of what you don't understand about the question I can't help.

You must have seen, and probably used, a school-and-office hole punch for paper.
The question is asking how much force required to do the same (or simuilar to a thin sheet of steel.

According to forum rules you are not allowed to ask a question until you've posted an attempt to solve it yourself.
