Does Gauss' Law count charge outside the surface?

In calculations involving Gauss' Law, I know that the net charge only involves the net value of the charges INSIDE the Gaussian surface.

However, in the calculation of the electric flux, do we only count the field due to charges inside the surface or do we count all the field due to all the charges in the entire vector space?

Any charge distribution that is outside the Gaussian surface contributes nothing to the flux through the surface. Any flux that passes into the surface always comes back out so there is no overall contribution.
